Strategy for 23,000 houses

The study, Rotterdam Grondgebonden, resulted in a location map of concrete proposals to offer an alternative to the current practice of building out of the city limits.

At the scale of a city, West8 conducted a capacity study into new locations for 23,000 ground-level homes within the Rotterdam ring road.  The locations vary from acupuncture procedures to large-scale, new construction locations of neighbourhood scale, where the city can benefit immensely
A second opinion was requested halfway through the process from a group of representative Rotterdammers. As a panel, they contributed their vision from various perspectives such as education, culture and neighbourhood development. Partly thanks to the input from the panel members, it became clear that the city’s accounting management is not the most important task. What matters is the address of the location and the extent to which it can rely on existing qualities that will spread over a larger surface. CityCorp, the largest housing association in Rotterdam, endorsed the argument of the Rotterdam Land-Based Study in their CityLive 2005 conference in 2005, laying the foundation for further initiatives. On behalf of CityCorp, West 8 took a closer look at six locations in and near the centre and made further proposals.
