West 8 selected for West Kowloon Cultural District Park Project

On the 28th of February, The West Kowloon Cultural District Authority (“WKCDA”) announced that a design team led by Dennis Lau & Ng Chun Man Architects & Engineers (Hong Kong) Ltd (DLN), supported by landscape architects, West 8 (Netherlands) and ACLA (Hong Kong), have been selected to design and manage the development of the Park in the West Kowloon Cultural District (“WKCD”), scheduled to open in stages starting from 2015.

Mr Michael Lynch, Chief Executive Officer of WKCDA announced: “Dennis Lau & Ng Chun Man Architects & Engineers (Hong Kong) Ltd leads a global design team of West 8 (Netherlands) and ACLA (Hong Kong)”.

The Park will provide a major green open space in the heart of the city and a waterfront promenade which wraps the entire headland, offering spectacular views over Victoria Harbour.

It will also house a series of small-scale arts and cultural venues; an intimate small scale theatre for standing and seated events and an outdoor stage capable of welcoming over 10,000 standing visitors for large-scale performances and festivals. The Park and its related venues will act as a test-bed for creative programming across all genres in arts and culture, aiming to be perceived as a destination and a venue in its own right, and will include the first automated bicycle rental system in Hong Kong.

Working with the local partners DLN, ACLA and design team *West 8 will commence work on the development of a master plan for the Park and related venues, with an initial concept design expected to be unveiled this autumn. The scope of work includes administration of the construction process across the whole park site, design of the Freespace venues, collaboration with the architects for the Arts Pavilion (to decide on the best location for this venue within the overall scheme) and liaison with the M+ design team (Herzog & de Meuron and TFP Farrels) regarding the interface area of the parkland which connects to the M+ museum and overlooks Victoria Harbour.

Announcing the appointment of the park design consultant, Mr Michael Lynch, Chief Executive Officer, said, “Appointing this design team, each with world-class expertise in the sector, is another major leap forward in the development of the District. Working hand in hand with the design team, we are now in the exciting position to take forward one of the biggest infrastructure projects on site. I have every confidence that together we will turn the Park into one of the most inspiring and unique spaces in Asia.”

Profile of the Park Design Team

The West Kowloon Cultural District park design team brings together strong local talents and leading international expertise in public space design and landscape design.

Lead consultant Dennis Lau & Ng Chun Man Architects and Engineers (HK) Ltd (DLN) was founded in Hong Kong in 1972 and has grown in step with the city since that time to become one of the most versatile and best known architectural and design practices in the region. DLN’s work is emblematic of contemporary Hong Kong’s vitality and culture and includes some of the best known landmarks in the city.

Park design is to be conceived and developed by West 8, supported by local project landscape architect ACLA. Their in-depth knowledge of local flora and landscape practice will complement West 8’s design. ACLA was established in Hong Kong in 1978 and has been responsible for design of many of the landscape environments in the city. Besides parks, ACLA is currently working with the Government as the landscape consultant behind Greening Master Plans covering the whole of the territory of Hong Kong.

西九文化區管理局委聘劉榮廣伍振民建築師事務所與West 8及傲林國際組成的國際設計團隊打造西九文化區內的公園

西九文化區管理局(「管理局」)今日公布委聘劉榮廣伍振民建築師事務所(香港)有限公司與園境師 West 8 (荷蘭)及傲林國際(ACLA)(香港)組成的國際設計團隊,負責設計及發展西九文化區(「西九」)內的公園,預計於2015年起分階段啟用。

公園將在市中心提供一個主要的綠化戶外空間,並設有海濱長廊,環抱整個岬角地段,飽覧維多利亞港的美景。

公園將設有一系列小型文化藝術場地。其中,小型藝術展館可供藝術家、設計師及機構舉辦小型獨立展覽及活動,並於M+博物館在2017年落成前作展覽用途;而自由空間將設有黑盒劇場,可靈活設置座位或站位,以供舉辦音樂、戲劇及舞蹈表演等節目,以及戶外舞台,可舉辦容納多達10,000人站立的大型表演及藝術節。

公園及其相關場地將用作不同類型創意節目的試點,包括現場音樂、實驗劇場及舞蹈、新媒體及跨界別演出,在主要表演藝術場地落成前拓展觀眾群。公園將設有零售及餐飲設施和全港首個自助單車租用系統,令公園本身足以成為西九一主要場地,以及市民消閒的好去處。

公園設計團隊將開展公園及其相關設施的大綱圖則設計工作,並預計於今年秋季完成初步概念設計。

設計團隊將與管理局緊密配合,負責監督整個公園範圍的建築項目,設計自由空間場地,並與小型藝術展館的建築師合作,在公園的整體布局內定出展館的最佳位置,以及與 M+ 的設計團隊聯繫,配合發展與博物館交接的公園範圍。

管理局行政總裁連納智先生今日公布委聘公園設計團隊時表示:「我們委聘了一支在不同專業領域均具國際級水平的團隊負責設計公園,印證西九發展又再邁進一大步。我們已準備就緒與設計團隊合作,共同實踐區內其中一項最大型的建設。我深信西九公園未來將成為亞洲最獨特、最能啟發創意的空間之一。」

此外,獲委聘的公園設計顧問表示:「我們非常高興獲選為這個項目的設計團隊。香港的文化地貌將因為西九的出現而轉變。公園提供一個獨有的機遇,將文化藝術融入於城市心臟地帶的肌理之中,與公眾渴求已久的新綠化空間結合,與此同時轉化及整合全個西九文化區。位於綠化帶的小型場地,亦造就引入創新設計及新型場地的機會,進一步打破藝術界限,為香港各類前所未見的藝術節目提供展示空間。」

在過去兩年,管理局利用公園用地舉辦或租予其他團體籌辦公眾及節日活動的大型場地。用地去年吸引超過300,000人前來參與活動,包括每年農曆新年舉辦展現中國文化的「西九大戲棚」、「M+進行:充氣!」及香港其中一個最大型的戶外藝術節「自由野」。這些活動標誌着觀眾群的增長及節目策劃的成功,為未來文化區主要場地的落成作準備,並鼓勵更多公眾參與藝術活動。

西九文化區

小型藝術展館
由彭耀輝建築師事務所 (VPANG) + JET 建築事務所 + 張勵繡設計團隊設計的小型藝術展館座落於公園內的臨海地帶,飽覽維多利亞港的美景,同時與戶外園境地帶相連,令大型展覽活動可從展館伸延至戶外。

自由空間
自由空間為西九文化區未來的場地之一,旨在培育本地表演人才,以及革新本地表演藝術。自由空間包括一個黑盒劇場和戶外舞台,能作為優秀的平台,讓藝術家和觀眾會面,交流意念,並突破界限,探索表演藝術的無限可能。

公園設計團隊簡介

西九文化區公園集合本港與國際公共空間及園境設計精英共同創作。

劉榮廣伍振民建築師事務所(劉伍所)負責公園項目的設計牽頭和協調各專業顧問的工作。劉伍所自1972年成立之後與香港同步發展成區內一多元化的知名建築設計事務所。其作品表彰本地活力及文化,創造多項香港地標。

公園首席園境設計為荷蘭鹿特丹的 West 8。West 8 在國際享負盛名,獲獎無數。精於設計城市綠化空間,臨水項目、公園、廣場及花圃園林等。其作品深受世界各地羣眾歡迎。

West 8 比較著名的作品有鹿特丹Schouwburgplein、阿姆斯特丹Borne Sporenburg、倫敦 Chiswick Park、瑞士 Expo ’02。近期設計比賽勝出的作品有紐約港口172英畝的 Governors Island Park、西班牙Playa de Palma、紐約 Miami Lincoln Park和 韓國首爾 Yongsan Park 等。

West 8 的作品得到各方認同,獎項包括美國園境學會優異獎、國際城市園景金獎、羅馬 Prix 獎、荷蘭 Maaskant 獎、Rosa Barba 歐洲園境獎、Green Pin獎和荷蘭 Mondriaan 基金城市設計及終生成就獎等。

傲林國際專長於本地生態及園境文化,將與West 8 的國際經驗互為發揮。傲林於1978年在香港成立,自始完成多項城中環境綠化及公園設計任務。現正負責香港政府的市區及新界綠化總綱圖設計。
